The Biological Products Industry Alliance (BPIA) proudly supports the reintroduction of the bipartisan Plant Biostimulant Act (PBA) in the U.S. Senate by Senators Alex Padilla (D-CA) and Roger Marshall (R-KS). This legislation will establish a federal definition for plant biostimulants and ensure a clear, science-based regulatory path—providing America’s farmers with greater access to innovative tools that promote crop productivity, soil health, and environmental resilience.
The Plant Biostimulant Act would define “plant biostimulants” under federal law and clarify that these products are distinct from pesticides under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). It also directs the U.S. Department of Agriculture (USDA) to conduct a comprehensive study on plant biostimulants, assessing their potential to enhance soil health, nutrient uptake, and climate-smart practices in agriculture.
“Plant biostimulants represent one of the most promising innovations in sustainable agriculture,” said Keith Jones, Executive Director of BPIA. “This bill is a meaningful step forward for farmers, researchers, and the growing biologicals industry. We commend Senators Padilla and Marshall for their leadership and vision in championing this effort.”
BPIA has long advocated for a consistent and transparent regulatory framework that fosters innovation while protecting environmental and human health. The Senate reintroduction of the Plant Biostimulant Act marks a pivotal step forward in that effort.
This bipartisan, bicameral legislation reflects growing momentum for plant biostimulant policy at the federal level. BPIA urges Congress to pass the Plant Biostimulant Act and looks forward to continued collaboration with lawmakers and stakeholders to accelerate adoption of biological solutions in U.S. agriculture.
